Funding Guidelines
Our Vancouver Foundation grants provide support to charitable organizations and qualified donees that apply for funding through one of our nine fields of interest:
- Animal Welfare
- Arts and Culture
- Children, Youth and Families
- Education
- Environment
- Health and Social Development
- Health and Medical Education/Research
- Youth Homelessness
- Youth Philanthropy
Please note that Youth Philanthropy and Youth Homelessness have funding guidelines that vary from the guidelines listed below.
Vancouver Foundation has nine volunteer Advisory Committees -- one for each field of interest. Each Advisory Committee comprises 12-15 volunteers from around the province, who have knowledge and expertise in that particular field. Each Advisory Committee is chaired by a member of the Foundation's Board of Directors.
Who We Fund
Under our Grants and Community Initiatives program, Vancouver Foundation funds eligible applicants, which include:
- Registered charities and qualified donees under the Income Tax Act
- First Nations that may be considered a public body performing a function of government.
Vancouver Foundation does NOT make grants to individuals or businesses. Nor will we consider funding requests if reports on any previous grants are overdue.
We Do Fund...
Here are our guiding principles when considering requests for funding:
- Vancouver Foundation supports growth and innovation where there is demonstrated commitment from grant applicants and partners, the likelihood of effectiveness, and strong potential to serve as a model to others
- Initiatives should be clearly linked to the mandate and strategic plans of the organization
- Proposals should build on the strengths of the community to respond to identified issues and priorities
- There should be evidence of collaboration with the community and/or other agencies in the field, as appropriate
- Significant and appropriate support from the local community, including other funding sources, should be evident
- Projects should use, enhance, mobilize or expand the skills, capacities and assets of local people and their community
- The applicant organization must demonstrate fiscal responsibility and effective management
- The applicant organization should demonstrate inclusiveness and respect for cultural diversity
- Where appropriate, those affected by the proposed initiative should be involved in the development, implementation and evaluation of the proposal
- The organization should demonstrate a commitment to the project through a meaningful contribution of its own human and/or financial resources
- Projects that will be ongoing after the end of the grant should provide realistic plans for longer-term funding
- Organizations should demonstrate that at least 50% of their funding for the requested project (cash and in-kind) comes from other sources
Multi-Year Funding:
Vancouver Foundation will consider requests for multi-year funding for initiatives or activities that may take longer than one year to fully develop, and/or to achieve/document results that are meaningful, or to build sustainability.
Applications of this nature should generally not exceed a three-year time frame. Longer-term commitments may be considered on a case-by-case basis when aligned with strategic opportunities.
Multiple Requests:
Under exceptional circumstances, Vancouver Foundation will consider multiple requests for distinct projects and initiatives from a single applicant organization within one year, or for more than one project or initiative being funded at once.
The intent of this policy is to ensure equitable and fair distribution of funds to all communities in British Columbia. Generally, exceptions will be made in the case of large community service organizations, particularly in smaller communities, that have broad mandates and serve diverse populations.
Exceptions will also be made for organizations that represent a coalition, partnership or collaborative initiative. Such requests must be compelling, strategic in nature and in line with Vancouver Foundation priorities.
Capital Grants:
Vancouver Foundation will consider small-scale capital funding requests from organizations. Such requests will be limited to furnishings, equipment or renovations that will increase or enhance service delivery or community access.
We Don't Fund...
- An organization’s ongoing operational or core expenses
- Retroactive funding, or for any project expenses to be incurred prior to the Foundation’s decision date
- Debt retirement or reserves; mortgage pay-downs
- Travel to/attendance at conferences, competitions, symposia or annual events
- Office equipment and furniture
- Activities of religious organizations that serve primarily their membership and/or their direct religious purposes, unless the community at large will benefit significantly
- Sabbatical leaves, student exchanges
- Public infrastructure projects (e.g. libraries, schools, health care facilities)
- League-based sports and recreation programs
- Academic or dissertation research; research with human subjects
- Endowment matching grants
- Programs/projects previously supported through government funding
- Bursaries, scholarships and awards
