Improving Okanagan Habitat Connectivity "Going from here to there"

Improving Okanagan Habitat Connectivity 'How do we get from here to there' is an educational outreach initiative that will provide the tools to understand and take action on the results and recommendations from the Biodiversity Conservation Strategy project and also to help the general public to understand why connected ecosystems and wildlife habitat corridors are an essential part of maintaining biodiversity and ecosystem services in the Okanagan region. Both the SOSCP and the OCCP are working on a Biodiversity Conservation Strategy for the Okanagan region. The strategy promotes a “big-picture” landscape view of the region and provides a framework for considering conservation options for entire ecosystems and watersheds that go beyond municipal or rural boundaries and includes all land-tenures. The project that we are presenting here forms part of the implementation of the Biodiversity Conservation Strategy.

Animals in Science Policy Institute

Replacing animals in secondary school science education

A switch to non-animal methods in education is important for animal welfare, education, and student empowerment. This project aims to understand the cultural shift in secondary teaching required so that non-animal alternatives for dissection are more readily adopted. We plan to: 1) survey BC teachers to assess their perspectives on dissection, and identify obstacles to and opportunities for the adoption of non-animal alternatives; 2) poll the BC public to assess their views on dissection; and 3) hold an expert panel event that will bring together international experts on the issue of non-animal alternatives for dissection to identify novel strategies for creating cultural change in teaching

Replacing animals in secondary education: a path to building an ethical culture of science

The practice of dissection causes harm to millions of animals and is a barrier to building an ethical culture of science that respects animal life. Our project aims to influence a systemic and cultural shift in secondary teaching so that non-animal alternatives to dissection are used more often, and become the norm. We support pre- and in-service teachers with lesson plans and materials and encourage student leadership with our outreach activities. Using alternatives in early science education will influence future scientists to more readily consider and use non-animal methods. This shift will reduce the numbers of animals used in science and subjected to the related welfare harms.

Thingery - A Lending Library of Things

Equipment lending libraries are proven models for reducing a neighbourhood's ecological footprint. Despite long established lending library organizations in most Canadian cities, lending libraries struggle to scale. We've worked with three neighbourhoods in Vancouver to show that there's an appetite for more lending libraries that are located directly in neighbourhoods. Our project will pilot three equipment lending libraries, called a Thingery, in shipping containers and through donations of underutilized equipment, provide community members with access to equipment that they don't ever need to own.

Canadian Centre For Policy Alternatives

Water, the Environment and Economy and BC's Liquefied Natural Gas Plans

The provincial government says that big increases in natural gas production will boost employment and GDP, and can eliminate the provincial debt and channel billions of dollars more into healthcare programs. But how realistic are the government's economic projections? What would such an upswing mean for critical resources such as water? What does this strategy mean for BC’s GHG emission targets? And what might the alternatives to a strategy based on massive increases in gas-drilling and gas exports be? This project would bring much-needed focus to these questions by: conducting a full “cradle-to-grave” analysis of an expanded natural gas industry's impacts on freshwater resources; analysing and critiquing the economic assumptions underlying current export plans; proposing an alternative, made-in-BC gas plan that strategically uses our natural gas endowment to transition to a clean energy future; and providing a template for meaningful pre-development planning of gas projects so that the needs of First Nations and rural communities directly affected by gas developments are met.

Tapping Into New Ideas - Promoting Sound Water Management in BC

This project will address key tools needed to better manage provincial water resources and to ensure their conservation. Two water policy briefs will be produced: one outlining a new framework for water use reporting (British Columbians do not have access to anything approaching a usable, publicly accessible database on water allocations and usage) and the other outlining a framework for ensuring that large industrial users of water pay adequately for the water they use, thus ensuring conservation and industry innovation.

Shared Learning in Support of an Environmentally Sound and Sustainable Future

The Canadian Environmental Grantmakers' Network (CEGN) and the Sustainability Network are seeking support for a Shared Learning initiative designed to increase the capacity, effectiveness and collaboration of the environmental community (both non-profits and funders). The proposed initiative will help to equip the environmental community to be more effective agents for the protection of Canada's environment. It will do so through shared learning opportunities which will result in: i) increased knowledge and skills; ii) more effective public communication; and iii) stronger networking and collaboration among members of the environmental community. Bridging the divide between funders and non-profits is central to this initiative. Both the scale of environmental challenges that confront us and the fact that increasing numbers of funders are shifting from 'grant-givers' to 'change-makers' demand a stronger alliance between these two parts of the environmental community.

Redefining Get Outside BC (RGOBC)

RGOBC will change the way we act, what we believe and potentially the resources that flow to youth-centered programing. First, CPAWS-BC will accept that our current model of hosting a single summit in the Lower Mainland as the primary tool for youth engagement and leadership training is flawed. Instead, with the Vancouver Foundation’s support, we will host a four-day youth summit in Central Vancouver Island, the Okanagan, and the Kootenays, as well as focus and planning groups in various regions. To date, most youth programs are devised in Vancouver and implemented elsewhere. RGOBC will be devised and implemented locally, leaving space for the influence and sharing of ideas from other regions, ensuring a wider range of voices and experience are incorporated. Youth and a diverse group of educators, leaders and social innovators will collaborate in the program with the intention of critiquing, deconstructing and rebuilding the structure and approach. Youth will lead all aspects of the process. Non-youth participants, including potential corporate funders, will be engaged in the program, but will take guidance from youth throughout. It will help create “buy-in” for the concept and program, since adults will be part of the larger systemic change and will be asked to be a part of the long-term funding plan. The final program outcomes will be shared with the broader environmental community in an effort to change the wider movement. CPAWS-BC will demonstrate that change is possible

Carcross/Tagish First Nation

Sensitive Ecosystem Mapping & Holistic Land Use Planning

Carcross/Tagish First Nation (CTFN) is a Tlingit self-governing First Nation that began the process of Holistic Land Planning in 2012. An Environmental Scan began in December of 2012 with the goal of synthesizing all current, historical and relevant data. Nearing completion, the final steps include; sensitive ecosystem mapping, community engagement, implementation planning and finalization of the land use plan. Work will be conducted exclusively in the BC portion of the Traditional Territory (TT) addressing the habitat needs of identified species at risk through the development of a land use plan for the conservation and preservation of these valuable areas. The benefits of this project will extend beyond the Southern Lakes area; facilitating proactive ecosystem based planning and management, meeting the priorities of the Carcross/Tagish First Nation, the priorities and recommendations of the Southern Lakes Wildlife Coordinating Committee, planning and research priorities of Species at Risk Management Plans and will assist in the conservation and protection of critical habitat.

Fascieux Creek Restoration and Habitat Conservation

In 2010, Ecole KLO Middle School students discovered Western Painted turtle eggs in their long jump sandpit. In the 1980’s, the part of Fascieux Creek, which bisects school property, was diverted into a culvert and covered with concrete pads interrupting the flow of the stream and destroying the turtle and fish habitat. When the eggs were discovered, the sandpit was fenced to protect the turtles, however, recognizing that only the restoration of the creek would ensure the future of the turtles, the students decided to naturalize the creek and restore the terrestrial and aquatic habitats. In 2010-11, the students and Green Parent Committee engaged Golder Associates, an environmental consulting firm, to complete a conceptual design on an in-kind basis. In 2012, CONC agreed to provide volunteer labor, funding help and expertise on creek and habitat restoration. Golder will do the Natural Environment Development Permit Application process and Environmental Impact Assessment, the procurement of all permits and determining the resources necessary to complete the earthworks.

Indigenous Watershed Initiatives and Co-Governance Arrangements:A British Columbia Systematic Review

CIER and the BC First Nations Fisheries Council (FNFC) are partnering to undertake a systematic review of indigenous watershed initiatives and co-governance arrangements to contribute to shaping the future of watershed planning and a new watershed governance regime in BC. As CIER and FNFC both work with First Nations, this idea originated from a conversation to understand and build BCFN capacity around watershed planning initiatives and co-governance arrangements. First Nations can play a critical role in the protection of water for fish and healthy aquatic ecosystems. The BC Water Sustainability Act (2014) has created an opportunity for watershed co-governance regime between the BC Government and BCFNs with their respective neighbours. This project serves to inform existing and future co-governance discussions by providing an accurate picture of the current needs and opportunities for BCFNs to advance a co-governance discussion with the Province and local governments. The FNFC intends to use this project to help build capacity for informed water decision-making among BCFNs to protect water for fish and healthy aquatic ecosystems. Through a series of activities, this initiative will identify BCFNs that are well placed and/or already interested in pursuing watershed planning and/or participating in co-governance discussions to share experiences, continue or start building relationships and/or further explore possible solutions/models for BC co-governance arrangements.

Ts’elxwéyeqw Tribe Watershed Planning Readiness Assessment

The Chilliwack River Watershed is home to the Ts’elxweyeqw Tribe (TT), who are Stó:lō: 'People of the River”. They have stewarded this area since time immemorial; this intimate connection is reflected in its name: ‘Chilliwack’ is the anglicised version of Ts’elxweyeqw. In partnership with CIER and The WaterWealth Project, the TT are seeking funds for a Watershed Planning Readiness Assessment, which is the critical first phase of an indigenous-led Watershed Plan. The Readiness Assessment will confirm community interest in watershed planning, identify key gaps and needs in community capacity, and build essential knowledge and understanding of the planning process. The results of the first phase are required to move forward with the second phase of developing a Watershed Plan as it will identify an appropriate process and determine scope. A Ts’elxweyeqw Watershed Plan could involve indigenous and non-indigenous partners and will be driven by/interwoven with indigenous values, approaches and knowledge.

Our Water - Our Future

The project, “Our Water – Our Future”: First Nation Youth Water Leaders Creating Change is a 2 year program to empower and enable Indigenous youth to assume positions of leadership on water issues by providing them with the tools to protect water, supporting them with access to network of existing dynamic, prominent water leaders, and inspiring them with water learning experiences. 16 you the from a First Nations in each of the 4 main watersheds of Canada (Pacific, Arctic, Atlantic and Hudson Bay) have been chosen. Each community will host a week-long water leadership training workshop. During and between the workshops, youth will design and implement (with CIER help) and share personal action plans to address local water challenges. We are seeking a Vancouver Foundation Community Grant to support our Pacific watershed workshop (workshop #2). The workshop will be located on the Similkameen River in Keremeos, BC and will involve understanding and exploring water issues that affect the Similkameen, Okanagan, and Columbia rivers and, ultimately the health of the Pacific watershed.

Expanding Killer Whale Protection

The effects of living in a heavily industrialized,urbanized area & a massive increase in vessel traffic (as well as the live-capture business which killed/captured at least 47) has put intense pressure on KWs. With a complete picture of vessel interactions, this project will enhance their immediate well being and contribute to bringing about the systemic change necessary for their survival. The southern resident population has fluctuated since the 70's (hitting a known high of 98) but is now at 78, with the loss of 6 individuals in the last year. Their crisis is caused entirely by human activities. Only meaningful action on our part will bring about the conditions needed for them to survive.

Southern Vancouver Island Derelict Fishing Gear Removal Project

Derelict fishing gear has an unseen and devastating impact on the marine environment. Since 2002 the Northwest Straits Initiative's Derelict Fishing Gear Program, in Washington state, has removed over 4,000 ghost nets and 2,500 derelict crab pots from Puget Sound. In 2011 the Province of BC removed/disabled derelict crab pots and a seine net from North Pender Island, with a reported 1,799 dead and alive animals recovered. On the southern BC coast, there is currently no ongoing program to remove derelict fishing gear. Cetus Research and Conservation Society would like to become a leader for this work in southern BC waters, working with engaged participants - from fishermen to divers to beachgoers and citizen scientists. Living Oceans Society is developing a project to remove and safely dispose of derelict gear in northern Vancouver Island waters. Cetus will collaborate with Living Oceans Society to share the results of our research, our experiences and lessons learned, resulting in a cohesive approach to derelict fishing gear removal in the waters around Vancouver Island.

Protecting and Restoring the Courtenay River Estuary

The Estuary Working Group (EWG), representing 13 environmental organisations is currently working on eelgrass and habitat restoration, carbon sequestration research, a National Historic Status bid, and yearly awareness campaigns. The EWG has participated with the Comox Valley Regional District in revising a Courtenay River Estuary Management Plan, originally created in 2000 but never implemented. The revised plan needs the support of local municipalities. They were invited to take part in revising the plan but declined to do so. We propose to create an interactive animated 3D map of the estuary to illustrate changes over time, the problems that need to be addressed and present various scenarios for resolving these challenges. The complexity and interconnectedness of the estuary’s ecosystems, examples of economic development compatible with a healthy functioning estuary, and potential social and recreational benefits will be highlighted. In creating the map we intend to engage local officials, planners, and other stakeholders in data gathering and visioning a desired future estuary.

The Great Big Bee Garden Challenge

This project begins to restore areas of networked native bee habitat by planting significant areas of a broad range of nectar and pollen producing native plant species, heritage herbaceous perennials and cover crop forages in a number of connected areas. Many of these are species are traditional first peoples food plants that have been pollinated by our 200 species of native bee pollinators for 10,000's of years and thus a key to sustained food security for coastal first peoples. These plants provide realistic quantities of nectar and pollen for native pollinators and restores a very necessary biodiversity in order to meet the nutritional requirements of pollinators for sustained enhanced immune response to current and future environmental stressors. We are organized to accomplish this through timely community education, participation and engagement of all age groups in diverse venues in both urban and rural landscapes in the Cowichan Valley following the guidelines and coaching from organizations such as the very successful Xerces Society of Invertebrate Conservation.

Friends of Cowichan Creeks Project

The Friends of Cowichan Creeks Project will initiate streamkeeping and ecological restoration efforts on six urban creeks in the Cowichan Valley. Consultants from the Department of Fisheries and Oceans will help prescribe restoration plans, and the organization will implement these plans with the help of volunteers. They will also offer four Streamkeeper courses and two riparian restoration workshops for members of the public.

Protecting the Peace: Enhancing Local Voices in the Greater Peace Break Region

The Peace Break Region supports agriculture and diverse wildlife, including threatened populations of bull trout, grizzly, fisher, and woodland caribou. The region has been severely degraded by logging, mining, oil and gas development and earlier large-scale hydro development. The region's lowlands are dominated by seismic lines, fracking operations, roads, pipeline crossings and other industrial infrastructure that seriously threaten the region's critical ecosystem services that regulate climate, disease outbreaks, and wastes, and that provide aesthetic, recreational and spiritual value. Unfortunately, the true worth of the region's natural capital is often poorly understood by policy-makers. For this reason the DSF and its partner West Moberly FN are proposing to complete a full natural capital valuation that will inventory and enumerate, in dollar terms, the non-market wealth of the region. This research will be accompanied by online mapping and other public engagement tools that will communicate the importance of natural capital to sustaining communities in the north.

Feed the Bees Planting Program

The Feed the Bees Planting Program addresses root causes of pollinator decline by engaging widespread community action to plant "bee friendly" gardens at homes, schools, businesses and boulevards. The gardens will be mapped on-line to show how individual plantings collectively start to create habitat corridors, reducing habitat fragmentation and assisting in the movement of pollinator populations within urban areas. The Earthwise Garden is a learning resource for the project, demonstrating how ecological plantings of diverse flowering species enhance biodiversity. These concepts will be applied on a community wide scale to replace natural vegetation lost through development. Supporting the widespread adoption of specific planting programs that provide flowers over a long season helps to meet the habitat needs of pollinators. By engaging residents living in urban areas to help address a problem that impacts farming, the project creates greater awareness of how we are all interconnected and how individual actions can impact regional biodiversity and ecological health.

Protecting Marine Habitat and Orcas in the Salish Sea

In June 2016, Ecojustice launched a legal challenge of the National Energy Board’s (NEB) report and recommendation to approve Kinder Morgan’s pipeline expansion. As participants in the two year review, we filed uncontroverted evidence of harm to at-risk southern resident killer whales. For one, Kinder Morgan concedes it cannot mitigate noise impacts on the whales from a seven-fold increase in tanker traffic, as is required under SARA. Also, Raincoast (our client) filed a study showing that if the project is approved, there is a greater than 50 percent probability that the whale population will drop below 30 in the next 100 years, tantamount to extinction. We aim to set a clear precedent that regulators cannot avoid their legal responsibility to protect endangered species. T2 will add a second container terminal in deep-water by Delta—directly within southern resident killer whale critical habitat. By 2030, the expansion will increase container ship transits through Vancouver’s port and shipping channels by 500 vessels per year. Ecojustice is representing four clients as participants in the environmental assessment for T2. A review panel was recently appointed to conduct a hearing and submit a report and recommendation to Canada’s Minister of Environment and Climate Change, likely by the end of 2017. We will work with our clients and their experts to submit evidence on how increases to vessel traffic will affect southern resident killer whales and other marine species.

A Tale of Two Pipelines: Securing Legal Protections for British Columbia

Ecojustice represented Raincoast Conservation Foundation, Living Oceans Society and ForestEthics Advocacy at National Energy Board (NEB) hearings for Enbridge’s Northern Gateway pipelines. We submitted expert evidence on environmental threats and argued the project was not in the public interest. In July, the federal government approved the project, and we have now brought three legal actions: one alleging the review panel’s recommendation was based on a flawed environmental assessment and two challenging government approval and NEB certificates to authorize the project. Ecojustice is also representing Raincoast Conservation Foundation and Living Oceans Society in the regulatory review of the Trans Mountain pipeline expansion. We will focus on environmental risks while raising awareness of barriers to a transparent and participatory process. As a result of 2012 amendments to the National Energy Board Act, the review is compressed and will not include cross examinations or community hearings. We have been preparing for Kinder Morgan’s formal project application since 2011.

Litigation and Law Reform Response to the Budget Implementation Act (Bill C-38)

With the passage of Bill C-38, Canada’s Budget Implementation Act, key environmental laws are being dismantled. A legal problem requires a legal solution, and, as the leading environmental law organization in Canada, Ecojustice will respond to these challenges. The courts are independent of government and play a vitally important role in our democracy, perhaps now more than ever. The courts must be the forum where we argue for the rights of our citizens to be heard and that our prosperity depends on environmental protection. A response to changes in law must be strategic, informed, and collaborative. Under the supervision of a new Law and Policy Lead, Ecojustice will identify, develop and implement test case litigation to challenge the legality of new provisions or regulations to enable Bill C-38. We will play a leadership role within BC’s environmental community by building strategic partnerships and roles, and recruiting and educating new and diverse clients and allies to lay the groundwork for a long-term plan to restore federal environmental laws.
