Redefining Get Outside BC (RGOBC)

RGOBC will change the way we act, what we believe and potentially the resources that flow to youth-centered programing. First, CPAWS-BC will accept that our current model of hosting a single summit in the Lower Mainland as the primary tool for youth engagement and leadership training is flawed. Instead, with the Vancouver Foundation’s support, we will host a four-day youth summit in Central Vancouver Island, the Okanagan, and the Kootenays, as well as focus and planning groups in various regions. To date, most youth programs are devised in Vancouver and implemented elsewhere. RGOBC will be devised and implemented locally, leaving space for the influence and sharing of ideas from other regions, ensuring a wider range of voices and experience are incorporated. Youth and a diverse group of educators, leaders and social innovators will collaborate in the program with the intention of critiquing, deconstructing and rebuilding the structure and approach. Youth will lead all aspects of the process. Non-youth participants, including potential corporate funders, will be engaged in the program, but will take guidance from youth throughout. It will help create “buy-in” for the concept and program, since adults will be part of the larger systemic change and will be asked to be a part of the long-term funding plan. The final program outcomes will be shared with the broader environmental community in an effort to change the wider movement. CPAWS-BC will demonstrate that change is possible

Canadian Society Promoting Environmental Conservation (SPEC)

Climate Adaptation for Small-Scale Producers

Working with our partner organizations we will facilitate a series of workshops/tours, create extension material and create a demonstration site that focuses on priority issues (identified by farmers themselves) which consider future growing conditions as they relate to climate change. To add rigor to the workshops/tours and extension information, there will be a component of community-based research that combines academic resources with hands-on demonstration, for example: improved water monitoring/utilization techniques for multiple soil types, site specific soil quality indicators, hedgerow demonstrations, or integrated pest management. This program will explore ways in which farmers within a particular locale, who share similar site-specific challenges, can identify shared concerns and access expert help/research in addition to providing and sharing their own knowledge and advice. This community-based learning, enhanced by expert knowledge and real-world demonstrations, can provide information that is site specific, current, adaptable to changing conditions and, most importantly, shareable. In this way, farmers can access better information without huge costs and augment the collective knowledge base of farmers in their area. This project will support farmers where there is an identified need, in their efforts of responding to water, soil/nutrient and/or pest problems and will improve and increase food production in BC.

Protecting Marine Habitat and Orcas in the Salish Sea

In June 2016, Ecojustice launched a legal challenge of the National Energy Board’s (NEB) report and recommendation to approve Kinder Morgan’s pipeline expansion. As participants in the two year review, we filed uncontroverted evidence of harm to at-risk southern resident killer whales. For one, Kinder Morgan concedes it cannot mitigate noise impacts on the whales from a seven-fold increase in tanker traffic, as is required under SARA. Also, Raincoast (our client) filed a study showing that if the project is approved, there is a greater than 50 percent probability that the whale population will drop below 30 in the next 100 years, tantamount to extinction. We aim to set a clear precedent that regulators cannot avoid their legal responsibility to protect endangered species. T2 will add a second container terminal in deep-water by Delta—directly within southern resident killer whale critical habitat. By 2030, the expansion will increase container ship transits through Vancouver’s port and shipping channels by 500 vessels per year. Ecojustice is representing four clients as participants in the environmental assessment for T2. A review panel was recently appointed to conduct a hearing and submit a report and recommendation to Canada’s Minister of Environment and Climate Change, likely by the end of 2017. We will work with our clients and their experts to submit evidence on how increases to vessel traffic will affect southern resident killer whales and other marine species.

Fair Mining Collaborative

Transboundary watershed protection: building relationships, better laws and public awareness

Our work centers on creating strong, respectful relationships between BC First Nations, Alaska Tribes, and NGO’s on both sides of the border to collaboratively change antiquated ineffective mining laws and policy. Knowledge is power. FMC will provide our proven education program to the CTC, including; Fair Mining Practices: A New Mining Code for British Columbia (FMPC), Mine Medicine Manual (MMM), Fair Mining Training Program (FMTP), and the Northern Secwepemc Tribal Council (NSTC) Mining Policy. Many BC communities already use FMC’s products to increase their understanding of the mining regulatory system, and leverage change through shared decision-making and implementation of innovative best management practices that protect their interests. Very diverse users of FMC’s education program, (Amnesty International to the Tsilhqot’in National Government to Argentinian filmmaker Hernan Vilchez to mining industry organizations), have successfully changed conflicted relationships and made effective changes in regulatory systems. Forward thinking mining companies are recognizing First Nations as decision-making equals, knowing their projects must receive a social license from all affected communities, or the economic viability of their project will be jeopardized. Our work proves that sharing effective tools with the most affected groups, can change the status quo rapidly from the ground up, leaving legislators and recalcitrant industry to catch up.

LifeCycles' Fruit Tree Project: Harvesting Abundance in the Urban Orchard

Working with key members of our network we will reflexively asses, develop, design, implement and evaluate communication materials and food literacy programs that can be delivered in public spaces with support from social service agencies. These programs will provide skills and knowledge to help people engage as co-producers in the local food system. Program will be open to all, but targeted at those who are marginalized and living with food insecurity. Communications and programs will aim to promote a cultural shift from consumption to co-production, aiming to deepen participant's desire to participate as active agents in a healthy, sustainable food system. Collectively our choices can bring great change to how food is cultivated and produced. Much is made about the price of food, and cost is often cited as a primary barrier for healthier options. Our project challenges people to think deeper about food, to see beyond a consumer product to a local resource that requires collective stewardship and care to keep healthy. By shifting this attitude, we support more local food production and create the conditions for an equitable local food economy to thrive. Together we will begin to explore what a healthier, tastier and more responsible diet means in our region. With more aware and informed consumers - or rather co-producers - our food system is more motivated to work using techniques that safeguard food diversity, the environment and quality.

Real Food Challenge B.C.

Meal Exchange will bring together campus, community, and industry partners to leverage the $20M annual purchasing of B.C.’s campuses to drive demand for ecological agricultural practices-- focusing on improving water quality, wildlife habitat, mitigating climate change-- and improve animal welfare. To do this, we are adapting the award-winning Real Food Challenge from the U.S. to B.C. It w ill shift authority and resource flows on campuses, while also changing beliefs systems about the priorities of institutional procurement, through: -The Real Food Campus Commitment: university presidents publicly commit to the goal of purchasing 20% Real Food within 3 years, mandating foodservice companies and campus administration to change procurement practices. -The Real Food Calculator: provides a rigorous definition and process, based on existing industry certifications, to audit purchasing and identify areas of improvement to reach 20% Real Food on campus. Building off one-year seed funding from Real Estate Foundation and Vancity to test the program with 6 pilot campuses, support from Vancouver Foundation will allow us to adapt and sustain this program at all 11 universities in B.C. The Test grant’s funding through 2019 will give us the runway needed to measure results-- developing the evaluation tools and data to demonstrate the impact of campus purchasing on B.C.’s environment-- and establish long-term funding with campuses to scale the program across B.C. and Canada.

KCP Landowner Outreach Program

In 2015 the Kootenay Conservation Program (KCP) worked with both it's West Kootenay and East Kootenay Stewardship Committees (55 partner organizations) to discuss KCP's role in Landowner Outreach in the Kootenay Region. The Committees identified the need to increase regional support for Landowner Outreach and addressed the need to develop a comprehensive plan for 2017/2018 to deliver: 1) a web-based landowner Stewardship Resource Centre 2) KCP landowner outreach support to partner organizations (i.e. conference/workshops, landowner resource guide, etc) In order to develop a comprehensive plan, KCP will host two 1 day facilitated workshops with both the East and West Kootenay Stewardship Committees to determine the goals for a Landowner Stewardship Resource Centre and how KCP can provide support to it's partner organizations. KCP will provide extensive background information and resources to the committees prior to the workshops and will compile the results of the workshops to create a comprehensive plan for 2017/2018.

Paws for Hope Animal Foundation

Coalition of BC Animal Welfare Organizations

To build a sustainable animal welfare system in B.C., Paws for Hope is spearheading the BC Animal Welfare Coalition, a network of organizations who will work together to create a more sustainable approach to animal welfare and vastly improved outcomes for animals in BC. Twenty-one organizations, including municipal and SPCA shelters, launched the coalition in 2016 with two primary purposes: 1. To create professional operational and practical standards for rescue organizations in BC 2. To enable organizations to work together to fund and implement regional or provincial strategies to address the greatest challenges we face that lead to pet abandonment, abuse, and overpopulation Through the Coalition we will work to make systemic change to our animal welfare system by: 1. Shifting societal values: a. Changing both how citizens in our communities care for their pets and how rescue and welfare organizations carryout their work b. Influencing legislation, bylaws, and regulations that govern animal welfare to ensure they are based on research and best practices 2. Increasing organizational capacity: a. Securing greater levels of funding and applying these on a broader scale to achieve the greatest impact b. Developing common practices and increasing knowledge of those working in animal welfare to ensure the highest standards of care for our pets 3. Reaching remote and under resourced communities

Engaging British Columbians in shaping our collective climate legacy

This year, project staff met with 150+ organizations to better understand why & how these groups might wish to engage on climate policy. Several have become central allies. Clean Energy BC (power producers), Green Jobs BC (labour+NGOs), Climate Smart (businesses), the Bowen Group (high-emission industries + ENGOs), the Urban Development Institute (building developers), Union of BC Municipalities, Organizing for Change (ENGOs) and others have worked with us to highlight opportunities to advance climate policy collectively with their members. We are seeking funding for a 3-year Test Grant to strategically expand & deepen the participation of British Columbians in climate action. This will also allow us to respond to more requests from grassroots groups, First Nations and community leaders to provide analysis and assistance on development issues relevant to them. With climate policy windows officially open federally and provincially, groups can now advocate effectively (using a GHG emissions lens) on issues such as pipelines, tankers, fracking, LNG, etc. We will test & expand our engagement, by partnering with key allies across strategic sectors (e.g., buildings, industry, ENGOs, labour, local government, First Nations, grassroots groups and media) to engage their networks in shaping climate policy. This work will change “how we act”, “money, knowledge & people”, and “laws, policies & rules”, and in promoting a more engaged society, will inform our “values & beliefs".

Campaign Accelerator

Campaign Accelerator (“CA”) seeks to change how people act in the political arena to ensure their environmental values are a key part of the debate. CA’s theory of change is that if organizations visibly mobilize pro-environment voters on election day, then government and opposition will be more inclined to strengthen environmental protection because they believe those voters can be decisive in elections. As parties see how their stance on various environmental issues helped or hurt them in the election in key parts of the Province, government will become more positively responsive to those issues and see the value of a strong environmental track record, resulting in better laws and policies. Engagement organizing (“EO”) is based on the belief that “organized people beats organized money.” BC’s tanker campaign is a prime example, particularly the work of Dogwood Initiative to mobilize thousands through locally-grounded organizing nodes across the Province. The 2013 BC election saw all parties wanting to “look strong” on tankers in response to this force. CA flips this approach on its head: training and mentoring grassroots leaders so they can apply EO tools on local environmental issues. CA is building a network of community leaders using EO to enable local citizens to hold their elected officials to account and ensure government recognizes that environmental values (beyond big campaigns like tankers) are widespread and can move voters. The 2017 election is a first test.

Connected Waters: Reconnecting lower Fraser Valley waterways for healthy salmon and communities

This project aims to upgrade water flow and flood risk management of local waterways to better account for social/ecological values like wild salmon, clean water, and natural beauty. It will change: Basic routines: Landowners and municipalities will use fish-friendlier flood control systems, improving habitat quality and fish abundance, while maintaining flood control and agricultural functionality. Socially, restored ecological connectivity will improve community enjoyment and recreation. Resource flows: Restoration of ecological connectivity within the lower Fraser floodplain will become a higher priority in federal, provincial, and municipal flood management studies and spending. Authority flows: Federal laws (e.g. Fisheries & Navigation Protection Acts) and provincial laws (e.g. Water Sustainability Act) meant to protect salmon, water, and community access will be better applied to these formerly high-value habitats that are now primarily governed by BC’s Diking Act. First Nations’ rights and title may also be applied. Beliefs: Citizens will increasingly view these degraded waterways as vibrant sources of community enjoyment. Improvements to our initial target waterways—along with regional, provincial, and federal policy improvements—should create a systemic “ripple effect” across the region as more citizens, stewardship groups, First Nations, and municipalities see that changing the status quo in flood management is possible on their local waterways.

West Coast Environmental Law Research Foundation

Climate Law in our Hands

What if climate impacted communities could demand accountability from the fossil fuel industry? BC is uniquely placed to force a conversation about industry responsibility for climate change and its costs. We will foster legal and community action aimed at demanding accountability from fossil fuel companies, ultimately leading to a local government class action against fossil fuel companies. By focusing on harm suffered by BC communities, we can hold Chevron, Exxon and similar companies responsible for the impact of their global share of emissions. Public demands for accountability and especially a lawsuit will both require and result in broader public education and discussion. Convincing local governments to take such action will require British Columbians to understand and support fossil fuel industry accountability. The success of litigation depends on a broad societal shift in understanding the role of the fossil fuel industry in causing climate change. We will undertake provincial coordination, support and networking between groups seeking to promote public discussion of the harm caused to their communities by the fossil fuel industry and the potential for litigation, including providing legal educational materials;* and provide submissions and assistance to local governments that might act as plaintiffs in a class action. *Any tasks involving activities considered political by the CRA will be carried out to a large extent by our sister organization, WCELA

Citizen Science Series

Outcomes will help influence systemic change through: 1. Normalizing active water stewardship with robust, scientifically defensible monitoring protocols that have been adjusted to be accessible and user friendly for citizen scientists. 2. Strengthened community understanding and engagement on the inter-relationship between land use, climate change and watershed health and that this stewardship is a collective responsibility. 3. Inform existing and newly emerging watershed and land use management policies, practices and pluralistic frameworks at the municipal, regional or sub-basin level. Our Citizen Science Series is an important initiative to engage, train and empower citizens and community groups to collect water data for policy implementation within their communities in lakes, rivers, wetlands, aquifers and glacial environments. We use provincial and federal protocols such as the Canadian Aquatic Biomonitoring Network in rivers and will be testing the adaptation of the protocol in partnership with Environment Canada to assess wetland health. We use Provincial Ambient Water Monitoring and Groundwater Protocols, and will be testing citizen science protocols for blue-green algae and glacial monitoring, which has not been done before in BC. We will work with the Adaptation to Climate Team - SFU and our science advisory board to implement and test the ability to asses climate change impacts within each of the monitoring protocols we use.

Yellowstone to Yukon Conservation Initiative

Upstream, Downstream: A Collaborative Approach to Cumulative Effects

A Murray River Watershed Working Group (WWG) led by First Nations as stewards of the land, with resource companies, Y2Y, provincial government and other technical, academic and community representatives invited as appropriate, will use facilitated meetings and a series of 4-5 community workshops to deepen mutual understanding of the local and broader context and shape the CEA Framework. Together they will forge a common agenda and agree on the CEA Framework scope, process and timeframes, with the workshops helping to flesh it out and draw on local and traditional ecological knowledge. This will root the Framework in the values of the communities that use the 175km-long Murray River—specifically First Nations communities – but also take into account broader community and resource needs and industrial, academic, technical and government input. Saulteau First Nations, West Moberly First Nations and MacLeod Lake Indian Band have already confirmed their WWG representation. This project will bring together people who share an interest in the great natural resources of the Peace region, but who may have quite different perspectives, to collaboratively create a CEA Framework and process, which will ultimately inform and enable a more balanced and integrated land-use approach. It will also provide an innovative model for cross-sector working on land-use planning that reflects and respects aboriginal rights and values, supporting their continued use and enjoyment of the land.

Exploring Collective Impact to support an Enduring Nature Connection for Children to Older Youth

By exploring innovative ways to collaborate the organizations involved in this project will result in a continuum of opportunity for young people to a) build a deep connection to the natural world; b) develop agency to take action to protect it; and c) work to connect others with nature. Currently, organizations work in silos often with a particular age group or emphasis. There are few examples of organizations easing the transition for children and youth from programs offered by one organization to another. As a result, children may participate for a period of time with an organization but may be “dropped” when they age-out of one program or organization. With a collective impact (or similar) strategy, we can foster a highly supported cohort of children to develop into Nature Champions, who are able to influence the system as adults, both as parents and through their chosen careers. Through this project we will: 1) Invite 4-6 select environmental organizations working in BC, Natural Leaders Participants, as well as youth involved with these organizations, to participate in a facilitated dialogue about how we can create a “continuum of opportunity” for young people between our organizations and programs 2) Explore different models of collaboration that could be tested including a broader collective impact framework. 3) Determine if there is a readiness to proceed with a pilot for a new approach to address ‘Nature Deficit Disorder’ in B.C.

Bird Aware Cat Care (BACC): Youth Citizen Scientists Protect Birds and Keep Cats Safe in BC

How it will work: There is a strong cultural resistance to limiting cat access to outdoors. We proposed to disrupt this resistance by working at the family scale through a positive youth-led education campaign borne from the youth’s experience of learning about the impact of cats on birds by testing different alternatives to allowing cats to free-roam. We seek to change beliefs (it is normal, natural and not harmful for cats to be free-roaming) in a cohort of NatureKids BC Members families with cats and to change how they act (keeping cats in, using various predation reducing devices such as the Cat Bib or BirdBeSafe collar). The “citizen science” component will test efficacy of various alternatives and will to engage youth, acting as a tool for encouraging dialogue and education leading to changing behaviour at the family scale. Much like the early work on encouraging recycling, engaged youth can be a powerful lever for change at the family scale which may then ripple out into the community. We will conduct pre/post surveys of NatureKids member families to gauge their awareness, attitudes and perceptions about the impact cat predation on birds and other wildlife. The survey will explore respondents’ awareness of different methods of reducing bird mortality from cat kills and willingness/ barriers to employ the methods. This will provide a baseline to compare the outcomes of a repeat survey (and provide data on the success of the project) at the end of year two.
